PA Doctor Accused Of Illegally Prescribing Suboxone In Basement Office

A Bucks County doctor has been charged with improperly and illegally prescribing Suboxone to patients in a basement office, authorities announced on Thursday, Dec. 12.

Dr. Kenneth Fox, 55, of Jenkintown, Montgomery County, faces 12 counts each of administration of any controlled substance by a practitioner and furnishing false or fraudulent records and three counts of possession with intent to deliver a controlled substance, according to Bucks County District Attorney’s Office.

Fox, a Doctor of Osteopathic Medicine, operated out of a basement office on Frosty Hollow Road in Middletown Township after being fired from Jefferson Health in 2023, investigators said. Patients described questionable practices, including a lack of appointments, cash payments through a phone app, and an assembly-line approach to prescriptions, authorities detailed.

An investigation began in November 2023 when Middletown Township Police forwarded a complaint to Bucks County Detectives. Using undercover officers and confidential informants, detectives found that Fox prescribed Suboxone to 80 patients between February and June 2024 without conducting proper evaluations, officials said.

Fox allegedly left his office door open during visits, allowing undercover officers to overhear other consultations, which reportedly lacked any discussion of patient health, according to the affidavit.

A search of Fox's basement office on June 24 revealed incomplete patient files and prescriptions written with little or no supporting medical documentation, the DA's office said. A medical expert reviewing the case described the files as "grotesquely deficient" and concluded that Fox was "selling the prescription as opposed to providing a professional service."

Fox was arraigned on Wednesday, Dec. 11, by Magisterial District Judge Charles D. Jonas and held at Bucks County Correctional Facility on $75,000 bail, 10 percent.

The case is assigned to Deputy District Attorney Thomas C. Gannon for prosecution.
